Well, since you asked, I would associate criticizing his adversary's "sartorial solecism" with Sir Percy (or any Regency or Georgian gentleman priding himself on his impeccable taste). :-)
I would suppose "sartorial" relates more to clothing than hairstyle; on the other hand, treating hairstyle in the same way as tailoring one's clothes is rather fitting in a sort of future where they change facial features with computer programmed implants, have complete change of hair by implantation, extensive cosmetic surgery and custom enhanced olfactory ability. Now this futuristic feature I'm not suppose to be available even illegally for a few more decades yet...
