Speaking of a small world.... When I was researching WW1, I read an account of a guy who needed some sort of special pass. And only a certain type of officer was authorised to grant it. The guy was stuck in a train station wondering what he was going to do. He struck up a conversation with another guy and it turned out that guy had the authority to grant the pass--and he did. It was one of those 'one in a million' cases (or in this case, maybe one in a thousand : )
