Were there pensions for the widows of clergymen? I do not know much about that, but from my understanding of the Austen's situation, all income from Mr. Austen's living ceased on his death, no pension at all. The Austen women only had the income from their bonds and savings and from what the brothers supplied.

There is no cottage either for a lifetime. Mrs. and Miss Bates rented a floor in a house building in Highbury (Chapter 19):

The house belonged to people in business. Mrs. and Miss Bates occupied the drawing-room floor; and there, in the very moderate-sized apartment, which was every thing to them
.

My guess is that, if their income comes from bonds and personal savings, once Mrs. Bates dies, her daughter will inherit that money and after the latter's death, her granddaughter.

I doubt Mr. Knightley would have allowed Miss Bates to remain houseless, he would have hatched some scheme to provide her with a roof. I would not count on Elton's charity at all.
